The process of territorial implementation of the Ertzaintza takes into account the following:

A.- METHODOLOGY

  • To avoid sudden ageing of the professional group as a whole.
  • To facilitate progressive contact with police tasks and professional problems.

  • To adequate the process to the force's own capacity for basic training and contemporary nature with refresher courses and promotions.

B.- BASIC INFRASTRUCTURE

  • To take on progressively police responsibilities in regards to the rural/industrial/urban social axis.

  • To ensure that the police services have appropriate means of communication.

  • To make the distribution of the police force match up, as much as possible, with the judicial districts and with historical groups of municipalities.

CONTINUE TOUR:

  • To create, accordingly, a Basic Unit or Police Station. Police Sub-Stations with delegated tasks may also be created (due to concentration of the population, industry or because a particular municipality is too far away from a Police Station).

  • To see to progressive regional communication amongst police districts as these come into being.

C.- SUPPLEMENTARY ORGANISATION

  • To centralise services: Flying Squad, Operational Groups, Criminal Investigation.

  • To consider in the initial distribution that the Unit which covers the whole Autonomous Community is the Special Traffic Unit.

  • To see to a desired average ratio of 1/300 police/citizens.
