At the beginning of the 20th
century, the growth of cities brought about a series of problems which had previously been unheard of. One of them was the increase of traffic flow in the main streets of the larger cities. The Municipalities started to face the need for traffic organisation. For this purpose, they created new services accordingly.
With the enactment of Decree of 30 May, 1952, for the approval of the Regulations for the Civil Servants of the Public Administration, the term Municipal Guard was changed to
Municipal Police, and their members became Assistant Officers. It was later with the LOFCS that present-day's term Local Police would be established. |

Following the Constitution of 1978, a major change was introduced in regards to public
safety legislation and its adjustment to the constitutional principles. The Constitutional, social and democratic State forced the intervention of the public powers in order to guarantee that freedom, equality, and
therefore safety of citizens, was real and effective. The Basque Parliament approved Law 4/1992, of 17 July, relating to the Basque Country's Police Force, which combined the
projection of the municipal autonomy in regards to safety and the police, with the request for an effective organisation of the activities of Basque Administrations in this field. |
